HCATS CONTRACT

The Human Capital and Training Solutions Contract (HCaTS) is a multiple award, Indefinite Delivery Indefinite Quantity (IDIQ) contract that provides the government with customized workforce and organizational solutions. Cubic Global Defense is pleased to be a prime on Pools 1 and 2 for HCaTS. The HCaTS contract allows federal agencies to take an efficient and innovative approach to customized workforce and organizational solutions. The HCaTS Contract:

  • Spans many areas of workforce expertise and mission spaces;
  • Allows flexibility for all contract types, including hybrids and cost-reimbursement, at the task order level; and
  • Allows ancillary support components, commonly referred to as Other Direct Costs (ODC), at the task order level

HOW TO USE HCATS

  • Contracting Officer Requests Delegation of Procurement Authority (DPA) GSA Program Office.
  • Contracting Officer attends GSA provided DPA Training.
  • Conduct normal acquisition planning and market research.
  • Build and issue task order solicitation.
  • Evaluate proposals, award and send task order info to GSA.

KEY SERVICE AREAS

TRAINING AND DEVELOPMENT SERVICES: Training services covers the analysis, design, development, implementation and evaluation of training. It includes: training program management support, technical skills and knowledge training/learning, career development and management, leadership/management/ supervisory training and development, general skills and knowledge training development and coaching developed and/or delivered to any Federal employee to enhance knowledge, skills and abilities related to a specific title, series and/or function on any subject matter, or general knowledge, skills and abilities to enable an agency to carry out its mission.

Development services are services provided to any Federal employee to develop and/or enhance their general, mission-specific, management and/or leadership knowledge, skills and abilities.

ORGANIZATIONAL PERFORMANCE IMPROVEMENT: Services support improved performance such as changes in how people are organized around business processes, changes to the processes themselves and the tools created to support those processes, as well as changes in management practices. It includes: performance metrics and improvement, change management, strategic planning and alignment, facilitation, data analytics, employee value proposition, business process improvement and re-engineering, organizational assessment, and transformation.

HCATS (Capabilities - Training and employee development)

TRAINING AND EMPLOYEE DEVELOPMENT

  • Course design and development, including classroom-based, blended learning, virtual/immersive, game-based, and neuroscience-based training, as well as 3D multimedia/graphics training support. We use Unreal 4, Unity, and other game-based platforms as needed to create highly detailed immersive environments.
  • Leaders Training Program, using group instruction methods to assure individual leader needs are identified and addressed. Leader coaching is also customized to reflect specific staff and functional requirements and measurement.
  • Live, Virtual and Constructive Training Exercises, including exercise planning and scenario development, dynamic tailoring and branching, inject/artifact creations, mission rehearsal exercises, aerial resupply support training, training analysis and feedback. Includes Military Operations in Urban Terrain (MOUT) training, and leadership briefing support, and post-exercise evaluation and recommendations.
  • Defense and Special Mission Training, including mission-critical training, customized exercise and testing design, development, and implementation, and Subject Matter Expert (SME) Advisory Support
  • Simulator Training, including flight, ground, simulator and training device instruction as well as full motion simulator support, movement, and instruction

HUMAN STRATEGY SERVICES

  • Talent management analysis and recommendations, including organization and chain of command reviews, knowledge and competency assessment for complex, realistic, and resource intensive operations.
  • Human capital strategy and change management, including defense modernization efforts for institutionalizing standard performance and continuity in Formerly Communist States (FCS) for regional stability and overseas contingency operations; Partner Nation capacity building support.
  • Force restructuring and policy support, including conducting capability-based assessments to identify the best force structure based on capability and capacity demand studies and identification

ORGANIZATIONAL PERFORMANCE IMPROVEMENT

  • Organizational stand-up and implementation, including the creation of Combat Training Centers (CTCs) and Battle Simulation Centers both domestic and overseas, development of Concept of Operations to foster change management and optimized processes.
  • Policy analysis and development support, including policies to support new/changing organizational structures and develop efficient, effective processes.
  • Facilitation services, including leadership and stakeholder facilitation and engagement.
  • Data collection, metrics, analysis, and recommendations, including the design of data collection plans, identification and tracking of key metrics to identify root cause organizational performance issues and improve performance.
